PARIS, France  TotalEnergies has issued more details of the Attentive Energy One wind project offshore New York.

NYSERDA, the New York State Energy and Research Development Authority, provisionally awarded the company and its partners, Corio Generation and New York-based Rise Light & Power, a 25-year contract to supply 1.4-GW of electricity from the project, which they aim to commission in 2029.

According to TotalEnergies, NYSERDA placed special emphasis on the local content of the proposal. Attentive Energy One will enable the construction of a new General Electric complex to manufacture offshore wind blades and nacelles, and it should unlock $300 million in investments in various community-focused projects across the state.

It will also convert the Ravenswood gas-fueled power plant in New York City, owned by Rise, into a clean energy hub.

Profitability is ensured by the guaranteed level of Offshore Renewable Energy Credits (OREC) revenue, a 40% IRA tax credit, the secured access to New York electricity grid via Rise, and the local provision of turbines by General Electric at a competitive set price.

Additionally, the contract terms include an inflation adjustment mechanism to compensate for changes in construction costs until FID takes place.

In February 2022, TotalEnergies secured 100% of maritime lease OCS-A 0538 at the New York Bight auction, with a 3-GW lease capacity. It then teamed up with Rise and offshore wind developer Corio for the Attentive Energy offshore wind projects.

Attentive Energy One is focused on New York State and Attentive Energy Two on New Jersey.
