ANP open to easing local content for Libra pilot project

The Brazilian National Petroleum, Natural Gas and Biofuels Agency has responded favorably to Petrobras’ request concerning local content exemption for the deepwater Libra field pilot project in the Santos basin.

RIO DE JANEIRO – The Brazilian National Petroleum, Natural Gas and Biofuels Agency (ANP) has responded favorably to Petrobras’ request concerning local content (LC) exemption for the deepwater Libra field pilot project in the Santos basin.

Petrobras made the request on behalf of the multi-national Libra consortium and based on the production-sharing agreement. This details a lack of suppliers capable of meeting Brazil’s LC requirements and within the desired deadlines.

ANP’s decision exempts Petrobras from complying with LC requirements for all items of the FPSO hull and certain items of the production plants (not including basic engineering and detail items), and adjusts the minimum commitments for other items, plus installation and integration of modules.

Petrobras said that it viewed the response as positive and will analyze the impact of the adjustment with its consortium partners.

In a separate development, Petrobras said that a non-binding phase was under way concerning the assignment of the company’s entire exploration, development and production rights in seven shallow-water fields off the states of Ceará, Rio Grande do Norte, Sergipe, Rio de Janeiro, and São Paulo.

At this stage, interested parties qualified in the previous phase are able to view more detailed information on the fields via a virtual data room, and have received guidelines for the preparation and submission of non-binding proposals.
