France reveals winner of offshore Brittany floating wind tender

OSTEND, BelgiumElicio and BayWa r.e. have won France’s AO5 tender to develop Pennavel, the country’s first commercial floating offshore wind farm.

It follows a competitive tender process that began in 2021 for a project with a capacity between 230 MW and 270 MW, located off the coast of Lorient in northwest France.

Pennavel should generate about one-third of Brittany’s current renewable energy production, and it will be the world’s first commercial floating wind venture awarded a long-term contract for difference (CfD). 

The project will have a secured grid connection with France’s RTE, which is responsible for the transmission facilities including the offshore substation and export cables.

Elicio and BayWa r.e. signed an industrial local content commitment charter for five French regional clusters. They have coordinated work on Pennavel via consultation with local fishermen, environmental specialists and others.

Through crowdfunding, people in the area will also have the opportunity to invest in this project, which should involve about 4.5 million working hours during the construction phase and more than 30 permanent jobs during operations.

The partners are also co-developing the 960-MW Buchan wind farm offshore northeast Scotland.
