Swire, Tien Li in talks on Taiwan offshore wind turbine venture

Swire Renewable Energy has signed a memorandum of understanding with Tien Li Offshore Wind Technology.

PORTO SALVO, Portugal — Swire Renewable Energy has signed a memorandum of understanding with Tien Li Offshore Wind Technology.

They plan to jointly offer operations and maintenance services for Taiwan’s offshore wind turbine industry and elsewhere in the Asia-Pacific region.

Another goal is to build up a large pool of Taiwanese technicians with a broad skill set in blade repair, electrical and mechanical maintenance, offshore marine logistics services, and wind turbine operations and maintenance.

Swire opened offices in Taiwan in 2023, and it has supported offshore wind projects such as Greater Changhua, Yunlin, Chang Fang Xi Dao, and Zhong Neng over the past two years.

Tien Li, formed in 2009, manufactures offshore wind turbine blades. It has divisions specializing in rotor blade mold research, and efficiency improvements in blade production processes and blade maintenance.

Its factory at the port of Taichung covers 21 ha, with associated space.
