The Norwegian Ministry of Energy has opened Norway’s latest offshore licensing process.

Bids for the predefined areas (APA) 2025 round must be submitted by midday on Sept. 2, with awards set to follow during first-quarter 2026.

This year’s offer has been expanded with 68 blocks in the Barents Sea and eight in the Norwegian Sea; applicants may submit requests for full blocks or parts of blocks within the predefined areas. However, that excludes blocks or part-blocks that may become available less than three months prior to the application deadline.

The overall relinquished area is included on a continuous basis in the predefined area on the Norwegian Offshore Directorate's interactive Factmap.
