PSA to review Norwegian field development process

OSLO, Norway – The Norwegian Petroleum Safety Authority (PSA) is conducting a review to assess potential improvement measures for field developments on the Norwegian continental shelf (NCS).
Most of the projects are performed within the time and cost frameworks outlined in their development plans, PSA says. However, in some cases there have been issues with costs and delays during the construction phase and with quality and HSE during start-up and in operation.
Eni’s Goliat in the Barents Sea is one of the projects that will be reviewed, along with one or two other field developments of recent years. An external consultant will undertake the study, which is due to be completed next summer.
The review will cover the relevant operator companies, licensees in the production license, and the role of government agencies.
It will also address all phases from the award of a license, through the exploration phase, feasibility studies, the conceptual stage, preparation and approval of the development plan, engineering design, construction and commissioning, to start-up and operation up to the present.
Based on the findings the PSA plans to prepare recommendations for use by the industry and Norway’s government. But in addition to challenges and improvement measures, the report will also highlight aspects of projects that have functioned well.
