PSA authorizes Barents Sea well, calls for action on Gjøa

OSLO, NorwaySpirit Energy has permission from Norway’s Petroleum Safety Authority (PSA) to drill an exploration well in the Barents Sea.

The semisubmersible Leiv Eiriksson will drill well 7321/8-2 S in 466 m (1,529 ft) of water in block 7321/8. Operations should last around 54 days.

Following an audit of Neptune Energy Norge’s maintenance management on the Gjøa field in the North Sea, the PSA has identified serious breaches of regulations.

The audit, which took place between Jan. 22 and 30, 2020, identified various non-conformities with regulations including Neptune’s method of governing documents, information and communication systems, maintenance effectiveness, planning and setting priorities, barriers, manning and expertise, and use of the Norwegian language.

In addition, the PSA has categorized as an improvement point the health, safety and environmental culture.

It has ordered Neptune to review its management of maintenance, including management systems and procedures with associated work processes, and to take steps to ensure that these function as intended. The work must include an assessment of why the company did not itself identify and follow up on maintenance management deficiencies.

Neptune must submit a scheduled plan for implementing the changes and follow-up measures by May 29, and must ensure compliance with the order by Dec. 31.
