MOSCOW – Russian Maritime Register of Shipping (RS) has revised its rules for planning and execution of marine operations.
Following recent research results, RS dedicated Part IV “Safety Assessment” to risk analysis and elaboration of measures to prevent possible emergencies and reduce their consequences during maritime operations.
The rules outline standard hazards and emergencies during various maritime operations concerning equipment for offshore oil and gas development facilities.
RS has included recommendations for monitoring and managing risks with detailed descriptions of analytical, physical, and mathematical modeling techniques.
Application of the Rules, RS adds, ensures compliance with all required technical and safety standards for design and implementation of marine operations for oil-and-gas field construction offshore facilities.
Recent Russian offshore projects designed in accordance with RS requirements included the target points of the conductor-supported platform undergoing transport and installation at theYuri Korchagin field in the Caspian Sea; and the topsides sections of the ice-resistant fixed platforms (LSP-2) and living quarter platforms (LQP-2) for the Vladimir Filanovsky field in the same sector.
In addition, RS has been reviewing documentation associated with the Rakushechnoye oil field development concerning the LSP and LQP facilities and three subsea pipelines. The field is 15 km (9.3 mi) offshore in the Kazakh Caspian sector.
