OSLO, NorwayPetroleum Safety Authority (PSA) Norway has served Prosafe AS with a notification of order related to what it termed as a “serious breach” of regulations.

In September 2016, the PSA carried out an audit of theSafe Scandinavia to verify that non-conformities identified in a previous audit had been addressed. The unit was working at the Oseberg field, functioning as living quarters and a tender support vessel (TSV).

“Some of these non-conformities, notably relating to maintenance management, proved not to have been followed up by the company. The PSA views this as a serious breach of the regulatory requirements for follow-up and non-conformity handling,” the agency informed.

PSA’s September 2016 audit identified that maintenance management systems had missing and incorrect information, including safety critical equipment. This had been acknowledged in the previous audit, in September 2015. Also cited was an inadequate maintenance of the foam tank system under the helipad, blocked escape routes, missing signage, among others.

Prosafe has now been ordered to review its system for the follow-up of identified non-conformities; rectify them; map the causes; and implement corrective measures to prevent their recurrence. The outcome of the measures will be evaluated, PSA said.

The deadline for compliance is Jan. 15, 2017; any comments must be received by the PSA by Nov. 22, 2016.
