    US-Mexico GoM boundary agreement looks headed for conference committee

    The US House and Senate each have passed a bill to implement the US-Mexico Transboundary Hydrocarbons Agreement, but differences between the bills will have to be negotiated before the bill can pass.

    WASHINGTON, D.C. – The US House and Senate each have passed a bill to implement the US-Mexico Transboundary Hydrocarbons Agreement, but differences between the bills will have to be negotiated before the bill can pass.

    One particular difference is that the House bill grants waivers from Dodd-Frank disclosures and that is being criticized by the White House.

    Dodd-Frank requires SEC-listed oil and gas companies to disclose payments to foreign governments related to projects in their countries, such as money for production licenses and royalties.

    That requirement conflicts with confidentiality provisions in the bill.
